JAY M. THIBAULT
Senior Project Manager
Jay has 18 years of experience in the design and management of wireless telecommunications projects. As a senior project manager, Jay is responsible for managing and tracking large multi-site projects in a timely manner. Specific tasks related to a project may include the preparation of lease exhibits; attendance at zoning and permitting hearings; drainage and grading plans; viewshed analyses and preparation of zoning and construction documents including plans, survey and technical specifications.

KEITH V. LINCOLN, P.E., CPESC
Chief Civil Engineer
Keith has an extensive and diverse background with over 28 years of experience as a project engineer, project manager, construction inspector and contractor on a wide range of projects involving rural and urban roadway reconstruction; highways; interchanges and bridges, stormwater management and erosion control. He manages civil/highway projects, coordinating with our survey and structural departments and also acts as Owner’s Representative to the Massachusetts Department of Transportation for qualifying project. Keith currently serves as Chief Civil Engineer for Chappell Engineering Associates.

Chief Surveyor
Todd has over 30 years of experience in all aspects of land surveying including boundary; ALTA/ASCM, highways and right-of-way, land court, laser scanning, GPS, GIS, robotic instruments, drones, and construction layout. He serves as Chief Surveyor for Chappell Engineering Associates and is a registered member of M.A.L.C.E.

Wireless Telecom Services Director
Clem is a structural engineer with over 25 years of diversified experience in both civil and structural engineering. He serves as Director of Wireless Telecommunications Services for Chappell Engineering Associates, responsible for managing staff and resources to meet the needs of our clients. His technical work focuses on structural analysis and design for towers, buildings, smokestacks, water standpipes, tanks, electrical transmission towers and various other structures for the telecommunications industry.

GARRICK N. GOLDENBERG, P.E.
Chief Structural Engineer
Garrick has over 40 years of diversified experience in structural engineering and currently serves as Chief Structural Engineer for Chappell Engineering Associates. He is in responsible charge of structural design for new structures, evaluations, and rehabilitation of existing buildings and bridges.

GENE F. ANDERSON, ACE
Coating Director
Mr. Andersen is a NACE Certified Inspector with over 30 years of experience in coatings design, quality control and project management on diverse and complex large scale coating/construction projects with stringent production and environmental requirements. He has a strong technical background with hands on experience as a tradesman, supervisor, quality control manager, safety officer and designer. Mr. Andersen has demonstrated experience in analyzing project requirements; identifying deficiencies and potential opportunities, and developing innovative and effective solutions for reducing schedule and cost while improving safety and quality.

Senior Structural Engineer
Jim is a senior structural engineer with over 17 years of diversified experience in the civil and structural engineering fields. He has a wide array of experience in the wireless telecommunications field which includes structural analysis of towers and buildings; non-destructive and destructive structural investigation, tower mapping, preparation of construction cost estimates, construction control services, photo simulations, construction detailing/documentation, and fire protection reports. He also specializes in the structural analysis of utility transmission structures for various utilities and telecommunications

LAURA J. INGELIDO, P.E.
Senior Structural Engineer
Laura has approximately 10 years of experience in structural engineering and currently serves as Senior Structural Engineer for Chappell Engineering Associates. She is responsible for the structural design and analysis of new and existing bridges and buildings. Laura has designed numerous bridges, culverts, retaining walls and other structures using prestressed concrete, reinforced concrete and steel. Her experience includes preparing design calculations, plan sets, reports, quantity calculations and cost estimates as well as providing construction phase services. She has also completed several Independent Technical Reviews and bridge load ratings.

RANDALL H. WOOD
Senior Civil / Survey Technician
Randall has over 28 years of experience in land surveying and civil engineering projects. During his professional career he has worked on numerous projects for municipalities as well as a variety of MassDot. highway and bridge projects. He is experienced in all phases of project work including writing proposals, research, field work, base mapping and highway design. He has prepared numerous registry recordable plans, right of way and highway alteration plans for MassDOT, and written instruments for registry recording. Other skills include data collection as a survey chief, GIS management, construction inspection, Autocad Civil 3D and construction cost estimating.

KAREN S. FUNG, P.E.
Project Engineer
Karen has over a decade of experience in civil, structural, and engineering projects. During her professional career, she has worked in the private sector as well as the public sector for the Bridge Section at MassDOT. She is experienced in all phases of project work including: client and regulatory agency communications; writing proposals, grants, and scopes of work; basemap creation; roadway and site design; design and creation of bridge, highway, and right of way plans; estimating construction costs; writing technical specifications; creating private and public sector construction packages; bidding and contract assistance; review of contractor submittals; review of payment requisitions; and budget review and monitoring. She has analysis, design, and field inspection experience with earthen dams and monolithic and segmental retaining walls. Her construction experience also includes inspection of drainage, sewer, and water mains, pavement, dam repair, substantial completion inspections, and final inspections.
Currently with Chappell Engineering, Karen designs and develops public highway and municipal roadway projects. She has technical proficiency with AutoCAD Civil3D and experience with accessibility regulations (ADA/AAB and PROWAG).
